No, that is not sufficient service of a summons. This sounds like a collection agency that is trying to scare you. To be sure you can call the clerk of court to see if there actually is a court filing.
I did call the court house and this is what i was told by a clerk , does that answer still hold true?
You still have not been served. The clerk of court cannot serve papers. However, it will be in your best interest to find out what is going on and reply. Often they will claim service and get a default judgment that you will then have to try and get it set aside.
