If an employer is asking you to take a lie detector test then you are free to refuse, but your refusal could be considered grounds to be terminated. If the police are asking you to take a lie detector, you have the absolute right to refuse.

a person told police i made a coment towards some one that i never made the dective said he thinks i said it i would never make such a statement this one persons word against mine
You do not have to take any lie detector test offered by the police, you have the absolute right to refuse. The detective is telling you this to try to convince you to take the test to prove you didn't say it, but you have a right not to take it and if you do not, they have no evidence and it truly is your word against theirs.
