if an employer seeks to furlough his employees can that emplpyer require the workers to work thier jobs while being furloughed

If the employee is actually furloughed then the employee can not be legally required to work as that goes against the entire definition of being furloughed. If the employee does work then they are entitled to pay and is not furloughed.

If the employer then fires a worker who refuses to work during the unpaid furlough period what can the worker do

You can file a claim with the state department of labor and seek compensation. Unfortunately most employees are employees at will which mean you can be fired for no reason so long as you're not fired based upon age, race, sex, sexual orientation, disablity or some other federa protected area.
