we repaired a part on a tow truck boom and now they do not want to pay us

Estimates are not a legal requirement. You do not have to give a repair estimate unless that was part of your contractual agreement with the party. You have the right to place a mechanic's lien on the vehicle and then file suit against them in small claims court for the amount they owe you.
