i have a rebate company and we require original receipts-customer stated a law against originals due to IRS filing-is this true?

No. However, in most jurisdictions a true copy is as good as an original (in court) unless there is a "genuine" dispute a to the document's authenticity.

The ORIGINAL receipt generally is held by the merchant.
