In other words, After 3 or 4 months of getting other peoples mail in my mail box, and contacting the postal office and putting the names of people who only live at this address and still getting other peoples mail. is it illegal to throw away there mail?

Yes - it is illegal - you need to mark something like "addressee is not at this address" and return it back.
On the other hand the postman is not supposed to leave someone's mail in your box (assuming that your mailbox is labeled correctly). You may call the post office and complain to the supervisor.
