Chicago laws on towing a vechicle

Example: towing a car for rush hour parking , owner arrives before tow driver leaves / or write ticket. Do owner get car back?. if ticket is written, but tow driver still on scene, do owner get car back?... What is the laws or rules for towing in the City of Chicago.

If the car is already on the towing rack then you will not immediately get the car back regardless of whether or not you appear prior to the car actually being towed.
