There is no age restriction on dating, although legally a child under 18 cannot be taken away from a parent without the parent's consent, even on a date.

On the question of having sex, the age of consent in Kentucky is 16.   For a child who is 14 or 15, sex is legal as long as the other partner is under the age of 21.
