Resolved Question:

can a post office box be considered a legal address? If yes, do I have to give out my home address for anything? (DMV, voting registration, bank records, etc.)

While a post office box is a legal address, many businesses will refuse to do business with you unless they are also provided a street address. I suspect that the DMV and others will allow only the P.O. Box. Voter registration, however, since voting is geogrpahically based, will require a real street address. For private businesses like Banks, etc, the choice is theirs are to what they will accept as a legal address.
