Hello and thank you for your question. I look forward to assisting you today. Open Control Panel then click on Mouse then the Pointer Options tab. There look to see if the box is checked in the Snap To field. Let me know what you find please.
How about the Hide pointer while typing?
Try unchecking that and see if that helps?
You should also scan for malware. Go to this LINK and run this program.
No problem. Let me know if I can be of further assistance.
The malware scan is what you just tried?
Try disabling the mouse pad and connect an external mouse to your surface and let's see how it handles that.
Does it always snap to the same place?
Does it snap to that location as soon as you remove your finger from the touch pad, and if you keep your finger on the pad will it move to that location?
Open Control Panel then go to Programs and Features and see if there is a program there labeled Synaptics Pointing Device Driver.
I don't remember if I already asked or not, but what happens if you remove the keyboard?
Try removing it and clean the contacts with some alcohol and a cotton swab and see what happens.
How did you make out?
