Are you able to enter its BIOS mode?

the laptop I have the problem with is not connected to the internet as I have not had it connected to my home wifi yet so I don't think remote assist would work

If so, just simply reset the BIOS to all default settings then reboot.

If in any case the Windows can't restart, press F8 or Shift-F8 to enter Windows Safe mode.

You mean your Windows can start now? Just can't access the Internet over Wi-Fi?

> so I don't think remote assist would work

I guess you mean the $39 remote assistance ad on your screen? Just ignore it though it is annoying.
