Is the fingerprint reader working now using the laptop manufacturer's software?
Those fingerprint readers require a driver. If it's missing Windows won't be able to see
the fingerprint reader and you won't have have the Windows Hello option.
What's the brand and model of the laptop?
Is your laptop a Lenovo, Toshiba, HP, for example?
