Which setup utility are you referring to? Do you already have the Windows 7 installation CD?
"The computer setup utility" can be one of several different things. "Where" are you able to get to?
So, is Windows already installed, you just can't access the Internet?
- Hold down the two following keys at the same time: Windows key and the letter R- In the box that comes up, type: cmd- Click the Ok button.- In the black window, type the following and press Enter: ipconfig- Press Enter Question #1: What is shown for the IP Address, Subnet Mask & Default Gateway?- In the black window, type the following and press Enter: ping 18.104.22.168 Question #2: What does it say, replies or request timed outs?- In the black box, type the following and press Enter: ping red.com Question #3: What does it say, replies or request timed outs?
Press the three following keys at the same time: CTRL ALT and DELDid that bring up the task manager?

Okay, so you will need the Windows installation CD. The repair disk will not help. Do you have the Windows 7 installation CD? If not, please let me know.
As long as you have the product code/key, you can download the CD Image from the following page: https://www.microsoft.com/en-us/software-download/windows7After you download the 'image', which is a cd image, you will need to burn it to a cd. Burn the image as an 'image' or as an 'ISO'. If you need a cd burning application, you can use the one found on the following page: http://cdburnerxp.se/en/download - Once that is complete, you can use the CD to install Windows on the computer.
I am sorry to hear that. Which version of Windows 7 - 64 bit are you using? (Professional, Home, Student, etc)
Is it just "Home" or "Home Premium"?
