I have a Toshiba Satellite C75D-B7215. I have received error

I have a Toshiba Satellite C75D-B7215. I have received error code 0xc000021A. I ordered a recovery desk for this laptop. At start up, it goes to the Toshiba screen, stays there for a few minutes and shows the error message again. Pressing F12 has no effect.

Can you press F1 repeatedly on startup to get into the BIOS?

If you press the num lock or caps lock does a light turn on they keyboard?

The num lock light comes on by itself. none of the keys has any effect

sounds like you need an external keyboard to be able to do some more testing.

I tried an external keyboard. There was no difference. None of the keys have any effect. It seem that the computer doesn't recognize anything that is plugged into a usb port

Do you have a blank DVD we could burn Windows 8/10 to and reload everything?

My sister-in-law has a Windows 8 disk. The computer doesn't seem to recognize the DVD drive or the usb ports
