Tried to clean drive on Toshiba Satellite CL45-C using Windows 10 Now get message TO REBOOT AND SELECT PROPER BOOT DEVICE BLACK SCREEN WITH WHITE LETTERS HAVE NO WAY TO INSERT DISK

This option is usually in the EXIT menu. Please check the menus in your BIOS for this kind of command -- reload setup defaults.

Please explore your BIOS and check if there is such an option as "Quick Boot". If there is, and if it is enabled, please disable it. If it is disabled, please enabled it. Save and Exit

I believe you have actually deleted your Windows in the process of cleaning up the drive so you are now left with a non-bootable drive. Do you have a set of recovery DVDs to restore the system to factory defaults?
