Download and install the service station, after it has been installed use it to update the drivers/softwares:http://support.toshiba.com/sscontent?contentId=3054332
depends on your connection speed. but it may take longer then this if it isn't resolved by the toshiba service station. If i connect, i can do it all on my own.
Not sure why, but could be that you clicked Accept multiple times, and it attempted to charges whilst the bank blocked the charge from the first transaction.
