When the LED blinks is it steady?
From what I have been able to find, the blink code indicates insufficient power supplied to the laptop. The power supply should still be under warranty so you should check with either the retailer you purchased it from or directly from Toshiba.
If it has failed, then no. The charger is also the power supply. It provides power to the laptop as well as charging the battery which explains why you can't power it up just on the battery alone.
