Do you mean that the issue started when you plugged in a 2. TB USB?
Okay. Reboot the Toshiba and see if you can enter BIOS. Normally; it's the F2 key.
Which key does your Toshiba shows to get into BIOS?

Go to advanced -> change boot order and tell me what's listed there?
In Change Boot Order; it should be showing "name of devices"

Are you in the advanced tab;not in the boot order tab? What other options are there? In the Advanced Tab

use arrow keys to go to this option then once there press to see if it allows you to select csm
Are you able to change other options?
Is there a secure boot option that you can change to disabled?
Is there any disk in the CD ROM?
Make sure HDD is the first boot able device set; and make sure secure boot is disabled.
enable secure boot and change boot order back to UEFI. Then save the settings; and reboot. Power it off; take the battery out, unplug charger, hold power button for 10 seconds, put battery back in and reboot.
Reboot and boot to BIOS. Wait 15 minutes in the BIOS. Save Changes and Exit. Then test.
