IT'S been a terribly hot summer & Black Hills Spruce approx 12 yrs old is turning yellow from the top down. Is it starting to die?

I think it might be something that's referred to as "spruce needle rust." The more proper term is Chrysomyxa needle rust - which is a type of fungus that can effect spruce trees. Here is a link with a couple of suggestions on how to fix it.
