I have an apartment manager who was terminated and agreed to move out, and even rented her own unit, accepted a deposit, and now is dragging her feet on moving out. Can I lock her out? All agreements are verbal, and I do have witnesses.

Yes, you can lock her out. You do not have to follow the normal eviction procedures to remove her since this an Employer-Employee relations and not Landlord-Tenant case.
