can a landlord of section 8 housing after 10 years to not replace the carpet that is falling apart for senior affordable housing that is no longer safe for a senior ? It is causing mobility issues? The tenant has requested multiple times and wont do it.

Landlord's of section 8 housing must get the home inspected every 365 days. when was it last inspected and was the carpet poor at that time? should the inspector have noticed it was bad?
