You have a couple of choices. You will need to either sue the tenant for eviction based on his refusal to allow you entry and breach of the lease agreement, or sue the tenant for breach of contract and seek damages for their locking you out, for changing the locks without permission and for your attorney fees in having to file the lawsuit.
You risk being sued yourself of your resort to self help by hiring a locksmith to let you in.
