My landlord refused to refund my deposit after we moved out

My landlord refused to refund my deposit after we moved out due to the condition of the carpets. We cleaned the carpets several times and they were old and dingy when we moved in. Is there a depreciation on carpet as it ages? I have also not received a invoice from the owners with an itemized list of charges. Should I go to small claims court? This is in the state of Ohio

The landlord cannot shift the cost to you. cleaning is a landlord expense. You should have at least gotten basis for the deduction. You can proceed in small claims court to recover deposit plus costs.
