Can my landlord charge me a late fee on rent when I have no working plumbing in my kitchen, and he's agreed I don't have to pay rent until this is fixed. And can I prorate rent for this problem. All rent has been paid on time until now. I've been trying to get this fixed for 2 months.

I live in Oregon. I looked up the law, and I told him I wouldn't pay rent until my plumbing was working. He agreed to that, but is now expecting rent tomorrow, when the plumber won't even be here until 7:30pm, and said there would be a late fee for the rent.
