I am sorry to read about your difficulties. Unfortunately, the only person who can force Rosa to move would be the property management. If you have complained to property management and they do not want to evict her, then your only course of action would be to file for Restraining Order against her to stop her from contacting you. You can obtain Restraining Order forms at the Courthouse in the Clerk's Office. You would receive help at the Courthouse on how to complete the form and take it to Court.
