I have a 2008 kia rio and the power windows are not working. I have changed the relay and the fuses.

do you have a test light or volt meter?

can you test the ORANGE wire at the Master Switch with Key ON?

I have no voltage

IF there is NO Voltage on the ORANGE wire, please go back to the Relay & test PIN 87 with the Key ON
IF NO Voltage, test PIN 30

Please Test Voltage on "both sides of Fuse "P/WDW" located in the Under Hood Fuse Panel
Be sure to Test with Fuse plugged in & Key On

I tested both way with fuse in and out and read .076 volts

You can only test the Fuse with it installed into the Fuse Panel
With the Fuse OUT, does either PIN in the Fuse Panel have Voltage with Key ON ?
That is the PINs in the Fuse Panel that hold the Fuse

I tested it both ways and got the same voltage of .075

Need to be sure if either PIN in the Fuse Panel has Voltage + with the Fuse removed

075 voltage on each pin with the fuse out and with the fuse in i have .80 volts

IF you are testing "DC Voltage" & there is .075 on either PIN, then there is an issue with the Under Hood Fuse Panel
Briefly connect a Fused Jumper wire (20 amp) to the Fuse "P/WDW" located in the Under Hood Fuse Panel & to the Battery Connection in the Under Hood Fuse Panel
Try your Power Windows
