Hello, my name is***** usually means the catalytic converter is clogged. You can completely remove front oxygen sensor from exhaust "not just unplugged" and if this allows rpm to go higher you know the converter is clogged. This would be around a $400 repair at a shop depending on where you go. Let me know if you have more questions or if there is anything else I can do to help. Thanks.
