Bolt on Harmonic Balancer backed out causing belts to quit working. Lost power steering and altenator .How do you fix this problem ?

OK, you are sure the bolt backed out and didn't break?
The torque on this bolt is critical and often it is overtightened.
The torque is 130 ft lbs - no more than 138.

No it backed out. We have tightened it 3 times and started the engine . Every time we shut it off and restart the engine we find that the bolt is loose again and the pulleys don't work. No work has been done on the engine prior to this. This problem came out of the blue last Friday !!!

You need to get a new bolt and washer from KIA. the bolt cannot be reused. If you are able to torque it properly then a new bolt will hold it in place. The pulley has an alignment pin, that pin does not keep the pulley from turning it just locates it. The bolt holds the pulley to the end of the crankshaft. If you have any concern about the condition of the balancer then replace it, they are about $40 aftermarket. Please let me know how I can help you with this Thank you

One more thought, check inside the crankshaft to be sure you have full thread depth of the bolt. Maybe you have something stuck in there. You can just use a pencil to feel the depth then compare it to the bolt through the balancer.
