From what you are describing either the fan motor is shorted out and causing it to run constantly or the relay has a open circuit causing the fan to run constantly. Yes if the fan does not shut off the battery will run down. If it's the fan it self you would be looking at about $300 parts and labor depending on where the vehicle was fixed.
