Hello, and thank you for allowing me the opportunity to help you. If I am not online when you are, please allow me time to return. Did you only replace the front brakes? Does the vehicle have rear drum or disc brakes?

front and back. It has drums on the rear

Did you adjust the rear brakes?

And even though the pedal is low does it stop the vehicle fine or does it go to the floor?

If you have installed new brakes and have gotten all of the air out of the system then you more than likely need a new master cylinder. If one of the cup seals in the master cylinder fails then this will occur. You need to replace it with a new master cylinder. Do not use a rebuilt one.
