What is the book time for replacing rack and pinion housing on 2002 kia spectra
Already Tried: Been given one ballpark estimate of $1200 in Chicago

Not sure if you answered or not (due to my lack of knowledge). It is the housing that needs replacing - currently leaking. Not sure it that is "rack and pinion " as you answered or not.
Normally most shops replace the entire rack and pinion. If replacing just the housing, then special tools are required and most shops are not equipped to rebuild the rack and pinion to replace the housing. If you find a shop that will replace just the housing, the labor goes up to 3.5 hours to disassemble the rack and pinion and replace the housing.
