You need a scan tool to check for codes to see if you have any misfire codes. This will narrow down which cylinder is misfiring. The most common cause for this is a faulty coil. Could also be spark plugs and or wires.
The most common cause for power steering being hard is the fluid reservoir being blocked and clogged. It could also be a faulty pump. There could be air in the system caused by a faulty hose or any hoses that have any seepage or leaks.
When you put the vehicle in park there is no load on the engine and therefore the misfires will be less noticeable.
Remove the drive belt and idle the engine, this will isolate the problem.
