Hello and welcome to JustAnswer!

You may have an internal failure in the instrument cluster or the issue may be with CAN bus communication. The lights and wipers are on because the TIPM isn't communicating with the instrument cluster. The warning lights are on because the cluster isn't communicating with other modules.

Do you have a can tool capable of communicating with all modules?
