Welcome, I'm Chris (aka Moose) I prefer to work when others don't, I am here around lunch and after dinner till after midnight.

With the key in the run position does he instrument cluster power up?

With the key in the run position, what is the theft light doing?

So far the more likely issue is the key programming.
