Lights on my jeep wrangler 1999 aren't working unless you pull the muti function switch all the way back

Already replaced the muti function switch

You have to hold the muti function switch all the way back to get the lights to come on

Turn signal, interior lights, fog lights etc. seem to work

The problem is a bad headlight switch. When pulling the multifunction switch all the way back (flash to pass) you are getting power directly from the circuit breaker and bypassing the headlight switch. Replacing the headlight switch should fix your problem.
