Most of the time this problem is caused by a bad instrument cluster. This is very common. Sometimes this problem can be caused by another module on board the vehicle and or a bad ignition switch causing low voltage to the cluster. When this problem occurs, I would check the inputs to the cluster. If all checks out good, replace the cluster and you will be good to go!
