I have 2003 liberty won't start new battery and new starter still no noise not turning over

I think I can help you figure this out but you'll need access to a test light and/or a multimeter. You may also need a scan tool. If you have either of the first two let me know and we can proceed with the diagnostic process.

That is a certain possibility but it could be as simple as a fuse or as problematic as a computer still at this point. That being said, do you have power at both sides of fuse at 15amp fuse #28 at both sides of the underhood fuse block?
