You should remove the interior door panel and inspect the linkage. Something may be bent or binding up in there.
The attachment below should help guide you to removing that panel. After it's removed, look all the linkage over really well. Attempt to operate the locks and see if you can't tell where the fault lies. If it all checks out fine then you may need a new latch, but I would bet it's just binding up linkage.
