Hello I will help you with your question,

You have a blower speed control module that has failed shorted and that keeps the blower running.

The module is under the right side of the dash next to the blower motor, follow the wiring from the motor to the module.

Change out that module and your blower speeds should return.

Let me know what I can do to help

Thank you
