Hello and welcome! If this is automatic tempature controlled, then this problem will most likely be a bad blower motor controller. Here is a wiring diagram.

That's replaced I have 10.5 volts on the one lead

Right.. your going to have power and ground going to the blower motor.. because it is on all of the time.

The blower motor contoller is usually the culprit causing the blower motor to run all of the time. If this has been replaced, then I would go after the HVAC unit in the dash/center console.
