My jeep won't start...all the electronics come on but it won't turn over/start

Does it click or make any noise when trying to start?

It makes a pretty systematic clicking sound not that rapid clicking sound you get when you have a bad starter type. It clicks like ever second or two.

Have yyou tried to jump start?

Yeah, it didn't work...the all the electrical stuff works, lights, radio dashboard lights...when I try to start it all the lights go out but the red lightning bolt, it stays on.

Sounds like the starter has failed and will need replacing

When I check my battery with a multimeter I'm only getting 9-10 reading, not 12
