I have a 2011 Grand Cherokee with a 5.7 V8 and the cooling

I have a 2011 Grand Cherokee with a 5.7 V8 and the cooling fan is not working. What is the voltage reading supposed to be at the small green wire for the radiator cooling fan? I currently get .08 volts when the thermostat is open and .018 volts when the engine is cool.
How do you bench test the cooling fan module? The last eight digits of the vin are BC543930.
