Where is the engine block plugs? Is it where the thermostat is?

Hello and welcome to JustAnswer.
My name is Vladimir.
The cylinder block drain plug is located on the LH side of the engine block ( below freezing plugs level) . Please see illustration below:

This picture is like a side view of the LH side of the engine block.
You will need to lift your Jeep on a hoist or to get to the plug from underneath .
It is located on the LH side of the engine block in the area where the exhaust manifold is connected to catalytic converters.
BTW, are you talking about a drain plug or engine freezing /expansion plugs?Vladgmru41083.6314306713

I am draining my cooling system.. I replaced radiator, and associated parts.. Now I want to drain water before adding the coolant

OK, so my answer is correct . I gave you information about engine block coolant drain plug. Check driver side of the engine block from underneath and you will find it.

I have found a real picture .Please click HERE to get to that page.
You will see an engine block and 5 pretty large freezing plugs. Find the forth plug ( from left to right) and just below that plug you will see a drain plug that you asked about.

Is it directly under the driver seat, beside the tire, or can you give me a better object to relate it to.. Is it near oil drain plug?

No, it is not directly under the driver seat, it is closer to the front of the car but on the LH side of the engine block. You can't see it you remove the LH front Wheel , you should get under the car, then find the engine block ( in should be easy ) and then you will see exhaust manifold that may cover clear vision of this plug. Just inspect the LH side of the block and you will easily recognize it, especially after these two pictures I provided.
I tried my best, XXXXX XXXXX not know how to explain it better.
