Welcome to Just Answer Jeep my name is Mark.Your assumptions are correct. If there is voltage getting to the clutch, and tapping it makes it engage, then the clutch is faulty and will need replacing.I hope this information is helpful and let me know if you need further assistance with this.
Is this a job I can do with out the special tools that the web sites talk about ?
Actually, the service manual procedures require the use of some special tools to replace the clutch with, so without knowing your abilities it is hard to say whether you can improvise for the lack of the proper tools or not.If you're well versed in mechanical repairs then you can probably find a way to improvise, but if this is something relatively new to you then it is probably best to leave the job to a shop to do for you.The labor time to replace the clutch is only 1.1 hours, so it's not a huge labor bill you would be facing if you had to have someone do it for you.I hope this information is helpful and let me know if you need further assistance with this.
