Most commonly, when the Blower Motor only operates on the higher settings, this is a sign of a failing Blower Motor Resistor (eventually it will be "just" the highest setting, and then over time, none at all). The blower resistor is mounted to the HVAC housing, behind the glove box. Open the glove box door, and let it hang to access.
