Your heater fan speeds and controlled by your blower motor resistor. When you select a speed on the controls it send voltage to the resistor and it changes it accordingly for the speed you have desired. When you select high it by passes the internals of the resistor. You will need to replace the blower motor resistor to correct this concern.

Yes it is. Here is the removal procedure and a picture of the location. Also the resistor is not reparable as it its sealed and it is a circuit board. But here is the removal instructions

 

1.Disconnect and isolate the negative battery cable.
2.Open the glove box door to gain access to the blower motor resistor (1).
3.Pull out the lock on the blower motor resistor wire harness connector (3) to unlock the connector latch.
4.Depress the latch on the blower motor resistor wire harness connector and disconnect the wire harness from the resistor.
5.

Remove the two screws (2) that secure the blower motor resistor to the HVAC housing (4) and remove the resis

tor.
