97 jeep wrangler slow to start when it is cold. turns over good, but will not start. plugs or fuel pump?

It could be fuel or spark. If the spark plugs are worn the spark can be weak and not ignite the fuel. The gap should be .035in. if larger than that they need to be replaced. The fuel pressure should be around 49psi. if it is too low it can cause hard starting as well. The fuel filter can also restrict fuel and cause the same problem.
