I replaced the fuel pump and filter on my 1999 xj8 I filled gas tank with 12 gallons still have no fuel pressure at rail.

If you have the ability to do electrical testing here is what I would do.

Check for operation of fuel pump relay. Check fuse #7 in the trunk fuse box for battery voltage during fuel pump activation.

If that is ok, then check for power on the Brown and Blue wire at the fuel pump when cranking.

Check for a good ground on the Black wire.

I can hear the pump and i jumped brown relay and i could hear it the same still no pressure at rail

If you can hear the pump run but there is no pressure I would have to suspect the fuel pressure regulator or there is a problem with the fuel pickup in the tank.

The pump is an assembly, it is possible the assembly was put together incorrectly or it came apart somehow.

I replaced the fuel pump again and still no pressure after putting in 5 gallons i can hear pump but no pressure.
