Not work then we can pop the latches from underneath.
Go under the front of the vehicle and you will see rectangular cut out in the lower bumper under tray. Look straight up and you will see the bottom of the latches. Removing the under tray may make it easier. Then you can use a long screwdriver or tool to move the latch.
Usually it is the cable. It can also be a sticking latch.
It may just be enough. Even a long thin rod may work.
You will be sliding it. Once you locate the bottom shine a light up there and you will see exactly what I am talking about.
