Already programmed new ECU to the car and now the car starts

Already checked the following:orange/yellow wire: 5V ok

purple wire: 0.65V with no variation when pedal is depressed (should sweep to about 3.97V at WOT)
yellow wire: 1.65V with no variation when pedal is depressed (should sweep to 4.2V at WOT)Red wire from TPS to pin 106 at ECU: no open circuit
Green wire from TPS to pin 80 at ECU: no open circuit

Does the throttle blade move with the ignition ON and the pedal depressed? Do you have a fault code stored?

Customer: replied 10 months ago.
No, the throttle blade won't move at all. Yes there is a P1229 stored. Thanks!

OK please check for power to fuse #36 with the ignition ON. We may have a failed internal relay in that engine fuse box. Let me know.
